Provide Staffing Support:
. Provide qualifications analysis support in accordance with National Security Personnel System (NSPS), Title 5, and Title 10 on Navy Internal, External and/or Open Continuous Announcement packages.
. Rate and Rank applications against Title 5 and Title 10 regulations and other crediting plans established by the Command for review and final approval by the designated Government official.
. Rate and Rank (Category/Numerical) Navy Internal, External Merit Promotion packages in accordance with National Security Personnel System (NSPS), DoD and Navy NSPS regulations.
. Rate and Rank assigned Delegated Examining (DE) packages in accordance with OPM DE regulations and crediting plans established by the Command for review and final approval by the designated Government official.
. Conduct job/position analysis to determine Knowledge, skills, and abilities.

Qualifications

Knowledge of OPM Staffing and Classification regulations including US Code Title 10 and Title 5.
. Knowledge of OPM DE regulations and external recruitment concepts for civilian naval positions.
. Knowledge of NSPS DoD and Navy program requirements
. Knowledge of the Department of Navy Resumix program requirements is desirable.
. Experience in recruitment concepts and procedures to fill a wide variety of positions.
. A minimum of 5 years experience.
. Ability of analyze data.
. Ability to communicate orally and in writing; and/or
. SHRM PHR/SPHR Certification.
